How do I change the Stablization in the Cam mode from "off" to "on"

It depends what camera you have but you should find the Stabilizer options in one of the menus.

e.g. on the popular Panasonic cameras it is in the 'Rec' menu. Under the 'Stabilizer' heading there may be options for 'Mode1', Mode2', ('Auto'), and 'Off'

Image Stabilizer setting is not available!

With the camera in the Auto mode, the Image Stabilization is always on. If you want to turn it off or select another option (panning), you need to set the camera to a different mode. Mode P is close to Auto, but gives you the option to adjust a few parameters, such as IS Mode.

Camera stabilizer is not avalilable

The stabilizer is set according to the zoom level. At a set point within the camera, the image stabilizer stops working. This is normal and common in almost every brand.

Image Stablization not functioning

Image stabilization cannot correct for movement of the subject (fan). Image stabilization only corrects for movement of the camera/photographer. If you take a picture of the ceiling fan with the flash turned on, or set the ISO to a higher number, you will see that the fan is less blurred because you have increased the shutter speed.

Image Stabilization not functioning

The stabilization is not for moving objects! To freeze a picture of a moving object, you need to raise the shutter speed and open the apature accordingly. Refer to the light metering in the camera for proper exposure. For faster speed, you really need more light.

The stabilization is for when you hold the camera. It helps prevent camera movements by the photographer to show in the pictures.

Just take care that the image stabilization has its limits.
