That isnt unusual. The 8000 pages is for a page with 5 percent coverage area, or a rather short letter.
the 3600 to 4000 pages is not out of the ordinary for that machine, Although the xerox brand may work better, although not more copies, if you run pages with more than 5 percent of the page printed, that is about right.
Also there is no chip on a 4118 cartridge. The toner is monitored by a sensor and window in the middle of the cartridge. It shines light through the cartridge, and when the cartridge is empty the light actuates a light activated sensor.

The container contains a chip which tells the machine that it is new. You must replace the container with a new one in order to reset the machines internal counter. Just cleaning it out will not reset the count.

Set toner container. The toner container is not set properly. Set the toner container properly. See page 5-5 of the operation guide.
Replace Waste Toner Box The waste toner box is full. Replace the waste toner box with a new one. See page 5-5 of the operation guide.
The life of the waste toner container unit is approximately 1,250 pages
for full color 5% image printing or 5,000 images for black printing. When
the life span of the waste toner container has expired, Replace/Install
Waste Toner Tank appears on the display of the control panel,
indicating the waste toner container needs to be replaced. Otherwise
your printer stops printing.
To replace the waste toner container:
1 Turn the machine off, then wait a few minutes for the machine to
cool.
2 Open the front cover.
3 Pull the waste toner container out of the machine using its handle.
4 Remove the container's cap from the container as shown below,
and use it to close the waste toner container opening.
5 Take a new waste toner container out of its package.
Tip
Make sure that you lay the waste toner container on a flat
surface so that the toner does not spill.
Caution
Do not tilt or turn the tank over.
6 Insert the new container into position and then push it to make sure
that it is firmly seated in place.
7 Close the front cover firmly.
8 Turn the machine on.
Caution
If the front cover is not completely closed, the machine will not
operate.
Tip
After rebooting, your machine will automatically reset the
counter for the waste toner container
