The click you heard was the pilot light cutting off. Have you tried to relight the pilot to get it started again? If the pilot will light, but not stay lit, you will need to replace the Thermocouple.

That should solve your problem.

I am putting baseboard hot water heat in an older house that hase outlets in the way, is it alright to mount the baseboard above outlets . It would be about 12 inches.

Not sure that would pass code. But, you may want to check with the local building inspections dept in your area, before doing it. The other down side will be, the heat will start 12" of the floor rather than floor level. As you are aware, heat rises, so that would mean the lower 12" to the floor is going to remain cold. Want feel very good on bare feet that just jumped out of bed.

If you can get to the gas valve make sure it is in the on position and not in pilot or off. Does it sound like
a spark ignition system? Even though you say the gas valve is on, by code thered should be a gas shutoff valve located within site of the unit. Follow the
gas pipe until you find such a valve and make sure its on

I cant be sure but usually the constant blink on some boards means reversed polarity. Check your HOT (L1 - Black) comming in to the connector box and the your NUTURAL (L3 - White) should not read any volts to ground (not more than 12 volts on an electronic VOM). If this is opposite remove power and reverse black and white wires and retry.

An error code of 11 equals no ignition. Check gas supply, sparker, flame rod, burner and ground.
