Have you cleaned the filters? Check your User's Guide for directions. One is located under the Water Tank Cap (small screen) the other is under the Flow Indicator. Bissell Consumer Care 1-800-237-7691 Hope that helps.

Where do you put the water

http://www.bissell.com/how-to-videos/proheat-2x-cleanshot/

This is a video,at 1:27 it shows, very briefly a shot of how the water tank works.
From what I can tell you remove the outer shell buy the grey handle on top.Once it is off there is a hole on the on the right side(as you stand facing the vacuum),the water goes there.

That means that you need to replace the pump belt. Here is the belt you need and a manual you can view:

Bissell Proheat 2x. The pump wont prime. The water is full and the tanks are sealed. Second time we hace used it.

I had the same problem. I took the whole thing apart and cleaned all the lines, water heater, brushes, etc. After putting it together the tools sprayed great and the side sprayers but the water tank would not allow the water out. THEN I saw this. http://www.bissell.com/FAQDetail.aspx?id=1122 and I was finally able to figure it out. So what I found out was that the water tank gasket was damage. lol
