There is a ball valve between the wand hose and the base hose. It can get stuck in the "base" mode, which won't then redirect suction to the wand hose. There is a spring under the cup that the open end of the hose rests in. When you release the wand from the holster with the one-touch quick release, that spring pushes the cup up and turns the ball valve to the wand setting.
Unplug the vacuum.
Using the one-touch quick release, remove the wand from the holster.
Verify that the wand "cup" is indeed in the higher position. Do this by pushing on the bottom of the cup with your finger. It should easily depress.
Remove the wand hose from the main unit using the quick disconnect feature. Put your fingers into the hole and feel to the right. You will feel the closed valve, verifying that it is stuck in "base" mode.
Using a screw driver, insert the tip at the TOP of this valve and gently pry it downward. This shouldn't take much force.
Reassemble the hose wand using the quick connect feature and reholster the wand.
Plug in the unit and verify that the base unit has suction.
Remove the wand from the holster and verify IT has suction.

It's also worth giving both filters a wash as shown in the video below - in normal use this should be done at least once a month. Use cold water without detergent and at least 24 hours for the filters to dry completely before replacing them.

My Dyson dc18 had the same symptoms. The wand worked well and the floor bar had no suction. After removing pieces & shoving my fingers into the machine (no blockage) I found the suction pipe rotates between two positions (floor and wand). It looks like a piece of plastic broke on the outside housing, so it no longer rotates positions when the wheels are raised or lowered. My son found we can move the suction by sliding a finger into the mechanism behind the wheel cover, and rotating the plastic piece clock-wise or counter clock-wise until it locks into position. It's a big pain but it works for now. I wish I could find a replacement piece online. Patty
If the floor head has suction and the wand does not, or vice-versa, the white cylinder you are referring to diverts the suction between the floor head and wand. If the flimsy plastic switch used to turn the cylinder is broken, you may need a new under carriage or just set the cylinder to wand or floor manually and use it as a one dimension cleaner. Depending on your ability, perhaps the switch can be purchases and replaced by a DIYer, but the job looks moderately difficult.
It sounds as though the wand handle is blocked. To check this, remove the wand/hose from the machine as if you were going to use it to vacuum the stairs. Switch the machine on and test the suction at the top of the wand handle with your hand. If the suction from the wand is poor, remove the wand from the hose and test the suction again from the top of the hose. If the suction here is good, then you know the wand handle is blocked. If the suction is poor at the hose, you can remove the hose from the machine and clear any blockages here.

The neck in your power head is likely clogged. Disconnect from the wand and look inside. Also check the wand.Since you have suction on the bare floor the hose is likely not blocked.
You need to replace the belt that drives the brush on the underneath side of the vacuum. To do this, you need to flip the vacuum over and remove cover plate. There you will find the broken, or stretched out belt. Remove the brush and place the new belt on the chrome axle. Then put the brush on, rapping the new belt around the brush as you put the brush back in place.
