I had an uneven problem with the DC Siloh '09s. Not sure if it will cover all makes and models but I will explain how I fixed it.

Key for the instructions:
Numbering the laces from top to bottom 1-8, outer side of the boot = little toe, innerside = big toe, and on the two laces that lock on either side of the boot (4 in total) toe and heel lace.

1. In order to make the laces even again you need to unlock the heelside lace on the outerside of your boot, this lace controls lace 3.
2. Pull lace 3 using creating slack now that it is unlocked
3. Pull the slack through lace 4 and then 5.
4. Once you have slack in lace 5 unlock the toe side lace on the inner side of your boot.
5. Holding that same lace pull the slack through the locking mechanism until you are happy with the balance.

For moving slackness from the inner to the outerside the opposite approach applies.

Find a bungee cord at walmart, this is a heavy stretchable cord with metal hooks on the end.
drill a hole through the outside edge of the shield.
when you are not mowing, put one of the hooks through the drilled hole and wrap the other end of the bungee cord around the grip handle or the steering wheel.
do not hang the bungee cord anywhere on the mower when it is in use as you will somehow turn it into a hurtling projectile of death or injury
there you go!

Use a bungee cord or heavy twine looped under the handles on the side and crossed over the top. If the handles are not large enough to hoid the cord use two bungee cords wrapped from the bottom of the pot over the top with one crossing over the other at a right angle. If you use heavy twine it can be tied to the handle of the top to keep it from slipping off.

Is it the bungee that breaks? If so, you can absolutely replace that if you call the manufacturer.
You will know that the bungee is breaking if you pull on the cord and receive no resistance, or if the cable does not reel itself in.
If it is the actual cable connecting to your handle, there is much larger issue with your machine, and a new cable is not going to help. You should look into repairing the whole system.

You have a bungee problem, your bungees broke. You can easily order new bungees from your manufacturer. They are also easy to replace once you take off the side of the fan.

its going to have to be welded back but you might be able to use it for emercencies by using a pair of channellocks as a temporary vise and/or maybe a BLACK rubber bungee cords(not the multicolred kind) untill you get it fixed. my brothers trans am has had a bungee cord on the alternator since he bought it and it seems to hold, he just replaces the bungee cord once in a while. you have to put alot of tension on the bungee cord, be careful and wear safety goggles when attatching it.
