The storm probaly blew your horizontal output or one of the Diodes in the brdge rectifier. Hows your soldering skills and what model set do you have?

- Do you hear anything when you plug it in? Does the fuse blow as soon as you plug it in or not untill you hit power.?

- You have a dead short. Let me try to pull up your service manual and see if I can figure out whats happening in your set. I work at another site and we should have your service information. Give me a little bit and I will get back to you.

- Okay your set has a phillips chassis Lo1.1UAC you must ahve a blown diode. There are four of them right next to whereb the power ccomes into the power supply circuit or the line transformer is shorted or the voltage regulator or horizontal output transistor. any one of those items shorted woul cause your fuse to blow as soon as pluged in cause you have part of the chassis that has live voltage even when the set is turned off ( standby voltage) Hope this helps.

- Yes you can test the diodes and transistors with a regualar ohms meter. Diodes will test good if they allow continuity one way and block it the other way. And transistors can be checked the same way should show resistance one way not the other by reversing leads on the meter. Say if a transistoer shows full continuity no matter how you reverse the leads on the ohms meter you know that trans is shorted .Also if you need a service manual for your set let me know as the other site I work for sells it for 10.99 and they offer free unlimited support and will even email the manual to you. Just let me know if I can help you further. Just be careful around any capacitors cause they hold their charge and they can shock you.
