You cannot unblock your number, from another person's caller ID. That is controlled solely on their end.
There is something called "caller id spoofing", where you pay for a service to forward your calls. One such website is http://spooftel.com/
However, it is now against the law for caller id spoofing to be used by anyone other than law enforcement. Here is a link with more information, and information on the laws:
