Sound-cards and video-cards require software, called "device-drivers", to make them function correctly.
Without more information from you about your specific sound-card and video-card (manufacturer? model-number?) the only thing that I can suggest is to access http://WindowsUpdate.Microsoft.com and scan for "custom" updates, and click the "hardware" button, to see if Windows Update has device-drivers for your hardware.
