I have a Kenmore washer 110.4563291 and it stopped spinning and agitating. Could this be a fuse problem?

This is not a fuse, if it were a fuse there would be no activity of any kind from the washer, what is the series of this washer? also that model number is invalid. But that said the problem is most likely the CCU, this is the electronic component that takes the place of the old mechanical timers.

With my old washer I was able to open the lid and it continued agitating. My new one does not allow me to open the lid while it is agitating. Is there a locking mechanism?

Whirlpool / Kenmore washers use a "Lid Switch" as a safety device.

On older models the switch would stop the spin cycle when the lid is raised.

Newer models stop both the Agitate and Spin cycles.

If this is a Sears washer see the Sears parts site for your washer:

http://www.searspartsdirect.com/partsdirect/index.action

Enter your model number (###.#######) and you'll see a list of major sub-components with diagrams and parts.
