What do you mean when you say it will not operate or setup? Here are some questions for you?

1. is the phone plugged into a wall outlet?
2. is the plug or adapter bad?
3. Did you change the battery's?

Number 1. Its a Vtec a very inexpensive phone to try and trow $12.00 at.

Number 2. if the unit does not power on check the a/c adapter change if its dead.

Number 3. if it turns on and does not operate chances are the in-nerds are fried in it cost of repairing the phone with parts $35-$40 bucks and for that cost you can purchase two of these units have a warranty to boot and peace of mind.

Number 4. In all seriousness here ask yourself the following ?'s

1. Is this worth a fix?
2. Repairs ranging over the dollar amount for a new phone?
3. Do I know basic electronics?
4. Do I have a soldering iron or gun and do I have soldering skills?
5. Do I have a voltage tester?

You would need all this supply and THE PART to fix this unit what I would do is this:

1. does it have a warranty?
2. is it still within 1 year?

If so Take it in to the store witch your purchased and get the contact number names and addresses of Vtec and have the unit repaired.

My diagnosis here is simple:

You have a bad a/c adapter if it does not turn on
You have a bad logic board inside the base if it does not respond to your commands.
You have a bad battery in the headset if it does not turn on.
