The condensate drain line normally runs thru the engine compartment firewall on the passenger's side. about halfway down. Look for a rubber hose protruding out through a rubber grommet. The "water" you are getting could be from one of three sources:

  1. A/C condensate if the drain line is clogged.
  2. Engine coolant (same reason)
  3. Water leak from door seal or windshield gasket.
Feel and smell the liquid. If it smells sweet or has an oily feel, it may be engine coolant. If it is, you most likely have a heater core that is leaking. Hopefully that is not the case. Otherwise, clearing the clog from the drain line should help solve the issue.

Look for the coolant temp sensor either mounted in one of the radiator tanks or near the thermostat housing. check the connections for corrosion. if still problem replace the sensor. also make sure your coolant level is correct.

Cooling fan does not work on a 1996 Honda accord

You didn't say which, there is a cooling fan by the radiator which cools the engine.
Im going to suggest a fix for the one inside the compartment and the blower motor as it is called for the heat and air conditioning inside the passenger compartment.
It's either of 3 things basically, the motor itself is bad, usually indicated by noise prior to going or car sitting.
This may be temporarily giving the underside of the dash a boot, hopefully connecting with the motor and freeing it.
haha most of us have done this and sometimes it works but it does help to locate and whack the fan.
However some vehicles the switches go, and they are located on the dash. Hard to tell until you locate the blower motor and test the connector. Prior to doing this I would locate and test the fuse to the blower motor and there may be a relay. this is usually inside the cabin under the dash on the side of the dash where the door jam is there will be a cover, or under the steering column to the left or in the glovebox or behind the glovebox.
Some cars like Saturn have relays and stuff below the radio and part of the console must be removed but not for this application or problem.
There is also (usually handy to the blower motor or on the firewall under the hood ) there is a resistor board on most. this could be the culprit. I had one chev vehicle where the resistor board had fallen into the blower motor fan and stopped it from working. Once I had removed the blower it fell out and worked good for a long time once I fixed or replaced the broken part of the resistor board.

I have to empty the I also have to empty the water out of the heater...where is the heater & how do i do it? (Yes I'm female & never doe this before but I'll give it a go haha) It's a 2000...

There is usually a drain plug located at the bottom the radiator. Remove it and the antifreeze will start pouring out. Make sure you have at least a 5 gallon bucket under the plug to catch the fluids. as for the water heater it will drain through the radiator. Good luck.

wobbling back and forth, could mean a tie-rod needs replacing. Try moving it up and down. If it wobbles up and down also then it probably is the wheel bearing!

thermostat is usually at the motor end of the top radiator hose.. under a cap usually held down with 3 bolts (working off memory, its been a while) sounds like you have a short somewhere, look around engine bay for black, burnt, or broken wiring; failing that take dash apart and the gauges out and check the wiring behind there.. and fuses (obviously)
