Apparently something went wrong bigtime in the hardware. Does it beep once or more than once? In the second case, check the beep sequence against HP BIOS Beep Codes:

If the screen remains completely blank, it's either the video board or the motherboard (if your motherboard has integrated video, you may be able to solve the error by plugging in an additional video card. But it's better if you get it looked on by a tech, because the problem might well be elsewhere).

Did you try hitting F8 as it is booting up to get to safe screen? Sometimes that at least gets you into it so you can scan for problems.

Possible to fix Power Spec B633 that becomes totally unresponsive if unattended for 15+ minutes?

Most common cause of what you describe is either the power supply or overheating. To troubleshoot this unplug everything that is connected to the computer and all the items that are on the motherboard inside except the power supply and power it on. You should hear the beep signal. IF you don't then it could be the power supply. That is the cheapest thing to replace without a power supply tester. If you do hear the beep, shut it down and put the ram in and try again, then if you hear a beep, plug in the hard drive and try again, then the video card and keep going till you find the bad part. If it is the CPU that is overheating you may not be able to tell right away.

Make sure the drive is jumpered to cable select (CS) and using the original Dell Data cable. Re-seat both power and data cable connections.
boot to the BIOS (F2 at boot)
turn on caps lock, scroll lock and numlock on the keyboard
Press ALT + E (should beep once) Press ALT + F (should Beep Once) Press ALT + B system will reboot and re-detect IDE drives

Unlocking my keyboard

try to press scroll lock. If it did not work try to press Control + Alt + Delete at the same time. If it did not work, turn off the pc, remove the cables and battery, press & hold power button for 10 secs, reinsert the cables and battery back, turn on the laptop. Press again scroll lock, num lock or Ctrl + Alt + Delete. Hope it is ok...

Hp 6225 Pavillion Will not fully turn on.

If you can go to their website, and search your machine, I am sure you will see that this is a known issue with several models. They are offering a free one time fix even if out of warranty. I know this because I just got the box to ship my wifes laptop back for the same thing.
