Here is the best answer I could find. It is a malware/virus. I'm just going to paste this entire post as he has a better idea than I do how to cure this.

I had the same problem. I was on this for 5 hrs last night but nothing was able to fix it. I even bought the RegCure that some guy proposed would do it in his post but none of those helped.

Early this morning, I then saw this blog posting on http://forum.notebookreview.com/showthread.php?t=414314 and that gave me better insights on what was going on.

Here are the facts:
1. You cannot run an exec, so your machine is not able to execute programs that could help find and fix this problem. That includes regedit, antivirus, updates, everything. (Frustrating)
2. Your system restore points are gone execept those that will be put there after the infection.
2. The good news is that you are able to open files through registry associations. That means your word document will help you open MS word etc

Don't go away yet. Here is how I fixed my problem.

I know that the virus changed the registry to make windows run executables through their fake application on C:\Windows\System32\dosete.exe

So I simply renamed this file and then followed the steps below...

I created a text file that I called with the Fix.reg (note the.reg extension). Remember to go to your folder options and allow the option to let you see extensions of files.

I copied this content below into it. Saved the file.
====Start after this line============

Windows Registry Editor Version 5.00

[HKEY_CLASSES_ROOT \exefile\ shell\open \ command] @="\"%1\" %*"

=====ends before this line (Please remove the spaces)

I double clicked this file and updated the registry. This will reset the shell exec to windows default. So windows can execute the programs once again.

After this, I got my system back. I simply downloaded Spyware Doctor to remove the virus/trojans that were part of the infection.

good luck guys! Source(s): http://forum.notebookreview.com/showthread.php?t=414314

Can you do a start in safe mode, then a system restore? Press F8 as the computer starts, should put you in Safe Mode. System restore can be found under the "Programs - Accessories" tab.

You should perform a restore. Boot the computer in SafeMode. To do so, restart the computer and keep on tapping 'F8' key, select SafeMode. Now click Start>All Programs>Accessories>System Tools> System Restore, select a restore point when your computer was working fine.

Have you tried System Restore? Sometimes if startup repair wont fix the problem on booting to windows, system restore can. Just remember to select the date where the computer is working fine.

Try starting in safe mode (press f8 on start up) once in safe mode use system restore to restore your operating system to a earlier point.
For XP
Start - programs - accessories - system tools - system restore.
For Vista
Start - all programs - maintenance - backup and restore center

Restore to factory default

Perform a system recovery:
Acer computer's do not ship with recovery CD's - there is a program that allows you to burn the disks or recover.
3 ways to recover:

1. If in Windows - Start - Programs - Acer empowering technology - Acer E-recovery management -
click on Restore at bottom then "Restore to factory default settings"
2. Or click on Burn disks instead of Restore
3. If unable to boot into Windows then tap Alt/F10 during boot right after Acer splash screen when starting up the computer.
4. This will start the Acer E-recovery program - choose Factory Default Settings and follow instructions.
