Try to clear the cookies and delete the temporary internet files and then try to re-attempt to install the flash player...
Start Internet Explorer.
Click tools=>Click Internet Options=>Click delete cookies and press Ok.
Click Delete files and press Ok
Now try to install the flash player from the web! if the problem still persists, try standalone flash player installers. Here is the Link to download and Install Standalone Flash player Installers:
