This may be a problem on the 5 volt line in the set, there is a constant 5 volts running through it even when it is off....so long as its plugged in.
There may be condensors that are open on the 5 volt line.. after they warm up they start to function more proper. but being that they are leaky..they are no longer doing thier job of keeping voltage steady until they warm up.

i do not condone this but if you were to open it up , im willing to bet you have a series of swollen or blown condensors that are not doing thier job on the pwb (power supply board) if thats the case its a 30 minute fix for a technician. Id like to discuss this with you further , i do have a couple questions that may help me diagnose this.

seeing as this is an lcd television. this could be a t-con ('t' connector) problem, this acts much like swollen condensors.. its related to heat. once it warms up..it will start to function proper. the t-con sits usually under a metal plate towards the top of the set. its a small modual that has one or two strap cables attached to its bottom side and one big plug that goes right to the screen on the top. for smaller televisions the price on them is not so bad. i may even have one for this particular set in my shop here but..im probably far from you. get back to me.
