Is the power light on?
If it is and is a new screen the liklyhood is that the screen you had previously was a different size meaning that it has different settings, some cards / screens aren't auto sensing.
either plug your old screen in and change the resolution to that of the new screen, or reset the video memory, you will have to research which keys to hold down on start up, as its different per machine.
If neither of the above works, try the screen on a computer you know works, and if it doesn't work on that send it back to where you bought it, if it does .......... you have to start to troubleshoot your PC/Mac start with the VideoCard ......
