It depends on exactly what model toshiba laptop you have. I own two, and on the older one it is on the right side by the volume controls and headphone jacks, while on the newer one it is on the front (also by the volume controls and headphone jacks). Do you know what model your toshiba is?
Most at the time its a brake/cruise control swich located above brake pedal.Its might be shorted or pedal not pushing swich back enough for cruise to work.Anyway the swich is ajustable or replaceable.Ajust it so buton goes about 1/2 of its lengt in.
