Even if that was true, the car would run for 20 seconds without any fuel in the line, because the carb would have gas in the bowl. Why was the fuel pump replaced? How do you know theres no gas in the line? The check valve in the fuel pump should keep fuel from going backwards into the tank. The carb should hold gas, if not, find out why.

Fuel in the float bowl does allow the car to run a few seconds after it starts. The fuel pump was replaced because it was damaged in an accident. I can see that the fuel has drained down from the carb. because the fuel line has a clear inline fuel filter. It starts first crank but stalls when the float bowl empties then it has to crank at least 20 times to pump fuel back up to the carb. It runs fine but after being shut off for even 30 minutes the fuel drains back down.
