ok, for starters, the 4028x1260 is the resolution, meaning, the picture quality and shape...in computer terms, the number of pixels in the picture...the higher the number the better...usually
anyway, to turn on the flash, push the "Set" button. in the lefthand side of the screen...i think. will be a symbol that changes. the A means automatic, the O with a line through it means no flash, and the others are useless.
to make them brigter, in the menu you should see a thing that says E.V. {somenuber}.{someOTHERnumber}
ie. 0.0, 0.5, 1.0, 1.5, 2.0 and it goes to negative 2.0 as well.
If you're talking about a USB cable with the "Mini-B" connector that goes in the camera, you or someone else could have stepped on it or yanked it somehow. I have had a couple cables like that get bent to the point they won't work. If the cable looks straight still, then it could be something else. But its a thought.
