1) If your hardware is new, then you are not installing it correctly or haven't installed the drivers associated with the device. A driver is a piece of software which tells your computer how to operate this device. So, look at the manual of your VGA card and install the drivers from the set of CD enclosed inside the box.
2) If you are sure that your system is not detecting at all and you have checked the present piece of hardware on an other system as well than there has to be a problem with your hardware i.e. VGA Card. Get it replaced.
if you have the windows installer pack 2, just follow the instructions and let your CD install properly. If you haven't installed yet, insert the cd and restart the pc. Then repeatedly press F12 and then boot to CD.. Follow all the prompts and you will able to get it though.
there can be three reasons why you were unable to finish the xp setup process in your pc
1. first hardware detection failure, could be the hard drive itself that has the problem. Hard disk will of course need thorough formatting if you want to set up an xp os. And partition may be needed to if you want to divide the system from the data files. Faulty hard drive can ruin your set up process.
2. Windows SP cd installer. When this installer is corrupted, there is no way that you can actually setup successfully the windows operating system. If you have used the cd installer twice or utmost thrice then on its fourth it will not work. Files already will be missing on your installer.
3. DVD/CD ROM drive failure. Faulty drive can also affect the installation process. If the optical lens failed to read the disc then it will not install.

OK it sounds like missing drivers, what you have to do is create a new installation CD that will load the drivers for your laptop as it boots. I haven’t try this method with windows 7, but I know it works well with Windows XP. Try and create a new Windows XP CD with the drivers see: http://unattended.msfn.org/unattended.xp/view/web/35/
The start a new installation with this Windows XP CD and reformat you computer, after that you can do a new upgrade to windows 7
