Turns on and off

Well, I recently re-installed windows xp on this and I unplugged the hard drive to clean it up a little bit, but now when I turn it on it just turns itself on and off really fast and nothing comes up on the display (screen). It just does that a few times and turns off. I have no idea what to do to make it stop...

XPS-410 needs to have MCE 2005 Rollup two SP3 replaced by Windows 7 64 bit. Too many problems to list currently but will work limited programs

Not sure what you are trying to do. If you are trying to convert 32 bit to 64 bit Apps, try going to manufacturers website to look for drivers.
Win 7 will actually find the best drivers for your devices.

I recently aquired an eMachine 566i2 with Windows ME. I upgraded to Windows XP Home Edition. The computer was running very slowly. I ran anti-malware and various utility programs, but there was no change....

The 566i2 has a Celeron 566MHz. That is very slow system compared to today's
standard. I'd suggest doing a fresh Windows XP Installation with the Hard Drive
formatted as NTFS. You need to be sure that the HD is completely wiped out
and clean. Also, download all the drivers necessary for Windows XP beforehand
and put them on a CD. That will save you lot of time after the installation.

Why are wanting to clone your hard drive to another on when all you need to do is install Windows 7 directly onto the new hard drive?
Are you wanting to save all your settings and data before you install Win 7 over the top of XP?

My Hard Drive is 250 GB but I only see 137GB

Windows xp has a max Hard drive limit of 137GB, so what you see is totally right.
Windows XP did not support 48-bit LBA for ATAPI disk drives, which is what larger drives needs.
The service packs do address the problem but you need to have a copy of windows xp which includes at least service pack 1 on the installation.
The problem is when you install from your original disk, it doesn't include the service packs, so by the time you have got the system up and running the hard disk space has already been allocated.

Bios update wont help
controller card won't help either

Possible solutions:
If you can get hold of a new version of XP which includes at least service pack 1, you can re-install with this disk and it should find all your hard disk space
or
You can do what is called 'slipstreaming', this is when you burn the original XP disk and the service packs together on one disk, but it does take a bit of working out.

here are a few links which may help you more:

hope this al least sheds a little light on the problem

Hanging on detection of drive when installing Windows XP

Installing Windows XP on a SATA hard drive is not a straight-forward task as Windows XP does not recognize the SATA drive. In order to install operating systems such as Windows XP on SATA drives, the latest SATA drivers are required.Download SATA drivers for the motherboard from the website and integrate them with the XP installation CD using software such as nLite. SATA drivers can also be installed as third party drivers; you will be prompted during the installation process. Without proper SATA drivers, installing Windows XP on a SATA hard drive is not possible as SATA mode would have to be disabled in the BIOS to continue with the installation.
Installing Windows XP on a Serial ATA hard drive is not an easy task, because the system does not recognize SATA drivers at startup. Windows XP Pro SP2 fares a little better with SATA drivers, but here is what can be done in cases where the driver is not recognized.

Boot up reformat hard drive etc

This could be an issue with the hard drive. Try formatting the hard drive, if the drive won't format, then it's bad. If it will, then you may have to create the D: drive partition. If you're running both operating systems out of one drive then you will not have to create the separate partition, but you will need to run the set up on both discs. If it will not allow you to create the partition or run the set up, then the disc may be corrupt or damaged. Let me know how this turns out.

Windows operating systems

No, you cannot. You would have to do a clean install, which means wiping the old system off your hard drive (backing up everything you want to keep, of course).....nor can you go the other direction either...again, a clean install...
Here's the Microsoft page on it if you want to read it:
