Call Barring - Enables you to restrict or bar certain or all types of calls to and from your mobile phone, i.e. outgoing calls, outgoing international calls, incoming calls. Barring is activated with a personal code.

This is an effective means to prevent the phone being used to make expensive international or premium rate calls, particularly when the phone is to be used by people other than the subscriber.
Many companies that provide handsets for business use now employ call barring as a security measure, to control their use and restrict calls to pre-approved numbers. The user's personal code must be used to activate this feature.
How do I get it? Contact your local Service Provider. You will need a four digit barring code. Initially this will be 0000. You should create a personal barring code for security. Please consult your cellphone's instruction manual.

I'm sorry to tell you this, but the fact is that, most Samsung phones are having blue-tooth problems. Some times it might work and other times it might not work. Blue-tooth on most Samsung phones don't work at all and yet they claim to have blue-tooth.
I am saying this out of experience and you can ask other Samsung users confirm this.
I have come across a lot of Samsung phones with this problem, but the fault is from the maker (Samsung) of the phone.

Tak the phone to a mobile shop and ahve it diagnose the problem but from what you wrote....your phone's need reflashing to erase the corrupt files on the phone to make it read the memory card is there..and your BT is working from both incoming n outgoing
