Question about HP DeskJet 1280 InkJet Printer
For a long period of time the printer has not been used, the printer ink has dried out even you did not using it.
You need to replace the ink of your printer, the blinking codes means that there was no more ink on the tank and need replacement.
After replacing the ink, do a deep cleaning on the printer to wiped out some dirt that in the printer head.
