The owner of Inline Industries (he invented the PALS product that lets you get a precision alignment on a contractor saw) has a video that shows how to add grease fittings that will make blade raising, lowering and tilting very easy. Check him out. He sent me the video when I bought the PALS.

How to adjust the blade at exact 90 degre

Use a carpenter square, place the square on the table top with the blade up right, adjust the tilt of the table saw blade until it is exactly parallel to the blade of the carpenter square. Check the blade in several places as the table saw blade is sometimes warped. Try to adjust until a happy median is obtained.

First things first, check the outlet that the saw is plugged into. Does it have power? If so then progress to the saw itself and check the reset button which is usually located on the front panel but sometimes on the back or sides. Press the button firmly to make sure it is not tripped and if it is this will reset it. Make sure the power is turned off and attempt to turn the blade manually ( caution,
the blade is sharp so a pair of gloves is recommended ). If the blade turns with very little resistance then turn the power back on and try the on/off switch. If the saw starts it may very well have been the circuit breaker that had tripped.

Why doesnt the wheels on my band saw turn when I turn the saw on?I can't even turn them when the saw is off.

Most likely the blade has come out of position and jammed. One place to check is at the guides just above and below the table.
To be sure the guides are correct, Google on "adjust band saw" to find out how to adjust them.

I just bought this table saw and when i tilt the blade to 45 deg. the blade rubs on the blade insert. also when i put it together it didnt come with a riving knife and hardware.

I ran into that kind of problem with my Craftsman 10 table saw. I (an usual) over analyzed the problem and looked at moving the entire motor assembly from left to right slightly. In the end, I found that that the blade stablizer plates I used on the left and right of the blade, moved the blade that little bit needed to make the blade tips make contact. I removed the two stablizer plates, reinstalled the blade with the normal to flat washers and gave it a try. The blade now cleared the insert when pushed all the way to 45 degrees.

You might want to look to make sure there are no extra washers/spacers on the arbor that might move the blade slightly left or right from its normal position.

I'm missing a ''tilt'' set screw on my Craftsman 10 inch table saw

I couldn't find that model Sears saw to confirm, but if yours is like mine (113.298720), then the handle on the right causes the saw trunion to swivel left and right. And there is a locking hex-head bolt on the front of the saw up close to the underside of the table. This bolt locks the trunion in place keeping it from swivelling.
Take a look at the following diagram http://www.searspartsdirect.com/partsdirect/showSubComp.pd?imageUrl=http://c.searspartsdirect.com/lis_png/PLDM/P0908018-00004.png part 22 is the shaft that tilts the blade Part 30 is the bolt that locks it in place part 29 is the handle part 28 is the spring that holds the handle on the locking bolt

Blade stays in a bind. coming thru the table it is not straight coimg down, it is set to zero on the tilt gauge, which puts the blade hitting the little angled guides above and below the table

Back off all the adjustment to the guide bearings and the guides. Get the blade to track, and stay in the center of the tires,(wheels), tighten up the pulley, then set the top bearing to the blade, just touch it, then the bottom, turning the blade by hand, then bring in the guides just to the back of the teeth. The guides should be close to the blade but not touching it.You should be all set, If the blade won't track by itself, you have an alignment problem with the two wheels, if it is a 3 wheeler, then one of them is off. Check them with a straight edge against each other,if you can, one will be tilted. It might need a new bearing it self.

Bought model 3400 skil table saw. have no manual. can't find control for tilting blade. how do i tilt blade

This model does not have a knob on the side.
There is only a locking lever on the front next to a single rotating wheel for height adjustments. To tilt the blade simply twist the locking lever to the left and push the height adjustment wheel to the right. It can be a bit stiff at times to move.
