I had the same problem and had to fix with a work around. I take the audio directly from my cable box and pipe it in to an external 'theater in a box' system.

Please go to audio output menu on your DVD screen check them and when on the DVD channel check your audio input menu. You could have turned on the volume limit on your DVD settings menu

I'm having the same problem. I hooked the DVD player up to my stereo and the same thing happens. It wasn't like this before, but happened all of a sudden.
On the TV-use your finger to adjust the volume level, about midway, then use the remote to shut off the tv, then turn on tv with remote. Volume level should be better! If still not loud enough...using your finger on the tv...turn up volume & repeat remote steps.
On the left hand side of the remote control there is a blue or diferent kind of small sercle round buton (mute) push it once and turn the volume up till you hear the volume.
If it's just playing DVD's that the volume is low some DVD players have their own volume control.
You could look at the back of your tv and see if the dvd or psp is hooked up to a "line in" or a 'variable' input. The Line in is a constant audio source. The variable will be also affected by the volume on the TV.
