In general yes, LCD components are replaceable. Your best bet is to contact a local Nikon repair service center: http://www.nikonlinks.com/resources_repair.html . The same goes for laptop screens, etc, etc. Yes they are replaceable. It's just not an easy task for the end user (you).
You can order a replacement screen directly from Nikon at 1-310-414-8107 for about $75, (I just priced one today). Install shouldn't be hard. It's just pulling the case off and plugging in two flexible flat cables.

the camera must be in warranty period. because its warranty period is of 12months, in that case please contact the dealer or else just go to nearby service shop and get replaced within $8.
in other hand, you cannot fix it by your self.

There is not an actual camera repair manual (if only!) but do not try to take the camera apart on your own. 90% of the time you'll only cause more damage to the camera.
On the bright side, there are many electronics stores that will gladly replace it for you or offer you a refurbished version of the same camera.
Needless to say, I wouldn't try to replace it on your own of fear of messing something else up.

Sounds like Nikon are just trying to get out of fixing it. Have you read the terms of the warranty. If the screen is not working then it is more than likely an electronic fault and they are covered by the warranty. The only way the screen would not be covered is if it was damaged by the owner. The screen is part of the camera and therefore comes under the warranty, unless it specifically states that it is not covered in the warranty. Ask a consumer rights department. Don't take no for an answer.
No easy fix. Pressure or impact is the usual cause of a cracked LCD. Try not to get the black stuff on anything....it's pretty toxic! The screen needs to be replaced (assuming there's no other, internal damage). They are usually in the range of $75 US.
