Do not be in a hurry to buy another webcam.
Firstly, go to Control Panel->Add Remove programs. Here you will find your camera listed. If not then install the webcam and then find it here.
Start Skype and go to Tools->Options->Video. Here specify your webcam as the default camera and save. Now when you start to talk to anyone you will get 2 choices. Call and Video Call. If you start Video Call your camera will take about 30 seconds to start and commence sending your live video, whether the other part has a webcam or not.
If there is no Webcam displayed in Add Remove Programs then you must first install the drivers without the webcam attached to the PC. reboot and then attach the webcam. Allow Windows to detect the camera and load its drivers. You will get a msg in the right bottom corner of the screen saying "Your new HW has been installed and it is ready to be used.". Now configure Skype as above and start video Calling.
