first i will cover turning the unit on. then i will cover how to charge the unit. -Move the power switch on the top of the iPod Shuffle to the "Normal" or "Shuffle" position.
Press the play button on the iPod Shuffle to begin music playback. If the iPod does not begin to play, follow the rest of the instructions.
Plug the iPod USB cable into the bottom of your iPod Shuffle and then connect the other end of the cable to your iPod power adapter.
Plug the iPod power adapter into a standard electrical outlet to charge the iPod Shuffle's battery. Try to press the play button again.
Connect the iPod Shuffle to your Mac or PC computer using the iPod USB cable. Then, open the iTunes program on the computer and sync your iPod with your music library. If your iPod Shuffle was frozen, it should now turn on.
to tell if the ipod shuffle is charging. Eject iPod shuffle in iTunes, but leave it physically connected to the USB port. The front LED should be orange if it's charging (or green if it's fully charged). If it's not charging (such is the case if it's connected to a low-power USB port on a keyboard), you won't see a front LED.

hi
i had the same problem with my ipod and the volume limit control had been set to playback at low volume...if you have the ability to change settings try this ; when ipod switched on , go down to "settings" and click on this and then select "volume limit" ; click on this and then use the wheel to set the maximum volume you wish to use ( i set it at about 80/100 to ensure no distortion) hopefully this will solve your problem

The iPod nano and iPod shuffle are both small--3.5 inches tall, 1.6 inches wide, and 0.27 inches thick for the iPod nano and 3.3 inches tall, 0.98 inches wide, and 0.33 inches thick for the iPod shuffle. The iPod nano and iPod shuffle both use solid state Flash Memory--2.0 GB or 4.0 GB for the iPod nano and 512 MB or 1.0 GB for the iPod shuffle.
However, the similarities end with the dimensions and type of internal storage, as the iPod nano is designed as a tiny but "full featured" MP3 player, with more in common with the iPod "Color" models, with a few notable exceptions, and the iPod shuffle, on the other hand, was designed as a simple low cost MP3 player that lacks a display and can only play music and transport files.
