Most sewing machine mechanics will have a stash of spares like this, so ident which one (or take your own photo of where it should go) and approach your nearest machine repair shop, or cut to the chase and ask Husky direct in your area, they will give you a part number and should be straightforward to source.

Ankle probably needs to be replaced. Check with your local Authorized Viking Dealer. You can find the nearest dealer at the Viking website - http://www.husqvarnaviking.com/us and click on Locate a Dealer link.
Not sure what exactly you need to know. Are you trying to lift the presser foot or change the presser foot to another one? If it is lifting, there will be a lever of some kind behind the machine. On one of my Husqvarna machines it was a big flat "paddle" shaped lever, not sure what shape it is on the Emerald machines. Lift the lever from the bottom upwards and outwards. Most Husqvarna machines have clip on-and-off feet. You just gently pull forwards on the foot (while the presser foot is raised) to remove it, then push the new one on making sure the small bar part of the presser foot goes into the clip on the presser foot ankle.
