Question about Toshiba CF32G40 32" TV
Depending on the make and model of the TV, the problem can be a poor connection such as a dry-joint on the main board or a failed line-output stage or simply a physically damaged screen. The latter problem can crop up when the TV is dropped, for example. Please feel free to specify make/model and what happened prior to the problem.
