I have tried holding the home an power button for like 15 secs until it resets but still same problem.

Re: wont shut off
It's usually an issue with the logic board, so ultimately if you
want to resolve it, the logic board needs to be replaced. If you're under warranty apple will likely give you a
new one. If you're out of warranty you can attempt a self-repair if
you're comfortable with opening devices like that, There are iPhone Repair guides
that show you how at http://www.portatronics.com/guide. It's kind of a
minor issue to take the risk of breaking things further though.

If the iPhone is fully charged and still not turning on, try
a hard reboot. Press the "Home" and "Power" buttons simultaneously and
hold. The reboot process should start. You can tell the process has
started when the Apple symbol appears on the screen.
If the iPhone still does not power on, try connecting the
iPhone to the computer using the iPhone USB cable. ITunes should
recognize the iPhone and power it on.
Contact Apple.com/support/iphone. Enter in the serial number
of your phone and a description of the problem. Apple support will then
give you a number to contact if the problem is still not resolved
try to restore it in DFU mode to do that press and hold the home + power button until the phone restarts after that quickly hold the home button and the phone must remain black (off) now connect it to itunes and make restore
I use my iphone as my alarm. The alarm won't off but when I went to shut it off and touched the OK button it wouldn't do anything. It froze! The screen went black with the "Snooze & Ok" buttton is still showing. I tried turning it off but it won't shut off. The only buttons that's working is the volume and the silent button. I can still receive calls but can't hear them...
You may need to try a restore. If you plug in the phone and itunes sees it try to do a restore. If it won't with the phone off hold the power and home button for 6 secs. then let go of the power button but not the home. Hold until itunes sees it and you can restore.
i have a very similar problem. ive had mine for 6 weeks, and the other day it started playing up. not all the time but now and again. the screen goes weird like a very low resolution or goes all lines. when i cancel to the main menu and shut the phone for a min so the screen light goes off or black then re open it goes back to normal. now and again tho it crashes which is a pain. it seems like a software bug, im gonna wait for a software update. if you havent had long its worth taking back to the shop. especially more so if its frequent!
