When I plug it in I get a steady greem light, However I receive no reader/writer found and communication error. I reinstalled the drivers and selected the correct comm port. Still nothing. Any other options... Pls help

I have the msr 206 and there is a steady green light but the computer will not read the device. i can't even install the driver. i purchased a USB to RS232 cable. Whats wrong? faulty cable?
