I turn it on and it comes on screen goes black and it comes on again and goes black again

You should try it on another PC first to make sure it is not the PC video card problem.
Common problem with LCD monitors is due to bad DC filter caps in the power supply section as you can see here:

There are more than one version of the AL1717 as you can see in my ACER album.

Acer al1717 comes on after 5secs goes off and there is afaint display on the screen

Take your monitor apart stand first then your front basil then remove your back .
on your power board check to see if any of the capacitors have tops that are bulged . if so replace them . I have alot of flat screens that i get and out of the last 20 ive received some are ACERs some are HP one was even an old Zeos and I have got 16 out of the 20 up just by replaceing voltage regulats and Capacitors .
I didsnt plan on starting another computer shop but I live in a Moble home park and It seems word of mouth is the best advertiseing because every time a puter or monitor takes a dump I end up fixing it .Richard

Screen turns on, but after a minute or so goes black. The power light stays green. If you shut off the power and turn it back on, the screen comes on for a minute, then goes black.

Check the power supply caps.
If you are going to DIY and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed ACER monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Acer AL1717 Back Panel Open Screws

Taking monitors apart can be a pain and tough.
I do quite a few and some are really rough to unsnap !!
Remove the stand and cords.
Remove all rear screws.
Then the hard part is unsnapping the trim from the case without using a crow bar or breaking it.
Start at the bottom first that way if you leave a couple marks they are not so visible. You'll need something thin with a beveled edge to slip between the two plastic parts to release the catches as you rock the trim back and forth from the screen.
(the edge of a pocket knife works- a credit card can have an edge sharpened with a file- sometimes real good fingernails work)
