Panasonic PV-M2738 flashing light

Hi,
I've got a Panasonic 27" TV/VCR combo unit, model PV-M2738. When I plug it in a flashing green light comes on over the timer button and the unit just clicks. It doesn't power up or do anything else. Any idea what this might be?

A BAD PCB (power control board) maybe cheaper to buy new combo
