Question about Hoover V1 SteamVac SpinScrub Vacuum
First do they turn easily by hand? Usually there is a plastic shaft that drives these brushes. If they are "seated" properly, the unit will not turn. The shaft is usually a "male" and fits into a "female" opening. If it is installing correctly, then I would see if any belts are off.
