Windows ( XP SP2)can't charge the driver:error message 31,and can't see the new modem (USR5670)

WizCheck the maufacturers website for driver updates and also windows update if you havent already. Also, as a last resort, try re-installing windows after backing up youor files, also, burn any drivers you have on a cd along with new ones, this way if you do a fresh install, you can load them right away.
You could try installing windows updates one at a time untill you hit the one thats causing you problems, then exclude i from your updates list.
