it will shred but only after turning off and turning back on and putting paper in then I have to shut it off again. It is clean and no paper waste in the teeth.
Paper feed sensor is dirty, jammed or broken depending on what kind of sensor your unit has. I work with Fellowes machines but sounds like an issue I have dealt with on our machines. You should contact manufacturer for more detailed info on how to clean or unjam sensors.
