The belt should be on (green arrow to green arrow on the knob and powerhead)
I would suggest taking the powerhead off (big silver front with the kirby insignia) and looking to make sure the hook inside the powerhead is picking up the belt. The hook stretches the belt so that it is pulled up over the driveshaft when the powerhead is placed on the front of the kirby. When the hook is stretching the belt for placement the arrows will be red to red (again, this is found on the knob on the front of the kirby)
When the belt is off (red to red) that means the belt is on the hook and off of the driveshaft. When the belt is on that means the belt is on the driveshaft (finger looking thing that sticks out of the kirby when the powerhead is removed) and that will make the brushs spin.
If my instructions are a little vague you can also try this site
At the bottom of the page there is a link explaining how to use the shampooer, attachments, and detailed instructions on how to put on and take off the powerhead.
Hope this helps!

When you replace the outer bag assembly, you have to make sure that it is turned clockwise untill it fully stops. There is a small switch on body of the Kirby that is only engaged when the bag assembly is installed correctly
