After the dell bios boot screen you should get a blank screen with a blue bar at the top saying www.dell.com when you get to that screen you need to press Ctrl+F11 and you should start the recovery partition

you can first try to connect your laptop to an AC power source via the ac adapter, if it fails to charge the battery, then it must be your battery died. try a relacement dell inspiron 1420 battery,which usually lasts longer and is compatibale with your dell and costs much less than the original one!
Hi assuming it's Windows Vista you have to download Hiren's Boot DVD and
boot from it. Under Password & Recovery you will find several
programs to remove the password for the Administrator or any other user.

Try going into Control Panel, Mouse, Tapping and turn it all off. Set the sensitivity to as low as you can. The key combination should be Fn & F9, look for a button on the function row that has a finger pointing at a box :)

Turn on machine, Put the recovery cd on the cd rom drive, before it boots to windows hit the F1 to go into bios, on the startup set the cd rom the primary to boot machine on cd then follow the instructions from there..
After the system has boot up try performing system restore to a back date when it was working fine. To perform a system restore u need to goto start -- All Programs -- acessories -- system tools-- system restore. If the issue persists u need to reinstall the OS.
