Your dishwasher's drain pump is not designed to work until the water is completely drained but rather in sync with the timer. The motor will stop when the timer stops no matter how much water is left inside the machine.
In your case, either of the following is causing the trouble:

  1. There's a part clogging in the drain line.
  2. A debris is caught in the drain pump impeller.
  3. Drain valve is not opening completely.
  4. Worn belt if your washer uses a belt to drive the pump.
Here's the remedy to each of them:
  1. Remove the drain line to clear any debris from the hose or hose connection at the household drain line connection. Reattach the hose before starting the dishwasher again.
  2. The drain pump is usually mounted directly to the motor and attached to the bottom of the dishwasher. Remove the lower rack, the spray arm, and the spray arm support to reach the pump from inside the dishwasher. Look for the wash impeller, which forces the water through the spray arm. Beneath it is the drain impeller, which is similar in size and shape to the wash impeller. Clear the drain impeller from any debris that prevent it from pumping out water properly.
  3. Sometimes the drain valve solenoid or the diverting lever sticks and prevents the dishwasher from draining properly. Lubricate the lever to free it up. Replace it otherwise.
  4. If your machine uses a belt to drive the pump, the belt may have been worn and cannot drive the pump properly. Replace the belt if that is the case.

My guess is that your drain hose is too high. The pump is in the base of the washer and pushes the water up the tube and into the drain/ when the pump stops, the residual water in the hose drops back into the base of the machine, so the higher the hose, the greater the column of water.

Kenmore 70 series top loadwasher does not completely drain water

the smell is raly bad because it doesnt drain all the water out , so it sits there. if all else with the machine works well, this means the water level sensor needs replacing

Water will not drain out completely

You probably have a partial blockage in the drain line or the drain pump. This is not difficult to check. Just open up the panel below the door of the dishwasher and look for the flexible drain line. It is attached to the drain line pump. Unscrew the pump from the dishwasher frame, disconect the drain line and take a look at the pump and the drain hose. You may find a piece of glass or other hard object that is causing the problem. good luck.
