Question about Rainbow E series Canister Wet/Dry Vacuum
The clog may have over heated the motor, usually if you unplug it then after little while, try it again. If it still won't go, does the separator turn easily or is it bound up and won't turn. Take it off and see if the motor will run(without water) You didn't say which model you have, but some of the newer ones have a small shaft, on the water tank, to activate a switch when you put the water tank on. If it is gone, or didnot seat right, then it won't turn on.
