When travelling the car performance is poor. when I put down the accelerator to pick up speed the car doesn't respond and when travelling up a hill the speed drops significantly from 70mph to 45mp even though my old car vauxhall vectra 1.8 flew up the same hill I travel up every day staying at 70mpn. I can put the accelerator fully down to the floor and the engine has a loud droning noise coming from it when I do this as though it is screaming for more power. Also when stationary and I pump the accelerator their is a loud hissing sound from the engine and sounds as though the exhaust is blowing either from the front or back

if it just started to happen you may have lost a magnet off the drive shaft. If it is a front wheel drive then you would have two magnets on the flywheel if you lost one magnet it would cause problems.
The other possible cause if the sensitivity setting is set too sensitive then the cruise control will surge .
Setting it lower will allow it to slowly respond to speed changes but if going up hill it will take a while to increase the acceleration . Or going down hill it could accelerate too much before the cruise control realises it is going downhill
Also a very wet road can cause the wheels to spin and cause the cruise control to lose the plot and accelerate to dangerous speeds.
I have had this happen to myself once so be wary of cruise control use in wet conditions.
Does it down shift appropriately when accelerating? Normally when you stomp on the gas while in a high gear (travelling at 40mph), the transmission will downshift to a lower gear giving the car much more torque. This can cause the car to jolt or jerk forward and accelerate suddenly.

First I'll assume you haven't read the owners Manuel, Cruise control is not perfect on any vehicle. if coming to a hill put foot on gas to help rpm, going down hill put foot on brake to keep same speed, cruise control operates off of engine vacuum. Speed sensors can be affected by putting on smaller or bigger tires than what is on drivers door.
Could be bad gas, water in the gas? Run the tank down to about 1/4 and put gas from somewhere else in it. Maybe higher octane for one tank full. Maybe put an additive in with it. If it clears up, then it was the gas.
