The strobe can't seem to blue-tooth or download. I have a strobe, and four or five of my friends do too. No blue-toothing AT ALL can happen with these phones, it seems...not to or from other strobes either.

If you are downloading using the broswer on the phone, they go on the SD card under the folder \downloads. To use them, install Rings Extended from the market place to use files from your SD card for ring tones.
This EXACT same problem happened to me and I had to pay $50 to some cell-phone repair guy to replace the whole front piece of the phone....I HATE Kyocera and will NEVER buy ANYTHING from them ever again!
If GPRS connection is active in your handset, then only you can download all your stuffs. Contact your network operator for GPRS settings. Once you receive it, you can start downloading themes and etc.
there can be problem with ur fitting of phone, may be screws are loosen, or ringer is faulty or ringer ic also can have problem. open rintones play anyof ringtone, then press gently on left side in centre of phone, i mean press its case infront of green button ,then check if sound is coming if comes then screws are loosen, if don't come, then u need to take it to technician.
Open your phone to the qwerty keypad. In the righthand corner above and between the speaker and power/clear buttons, there should be a whiteish little button. Is anything obstructing it? Try pressing it gently a few times with a small phillips screwdriver or a ball-point pen top. GENTLY being the keyword! When you push that down, your outer screen should be lit up, and when you release it, it should light up the inside screen. Note that when your inside screen is lit, that your outer screen should light up blue-black-purple, and vice-versa.
If there is no obstruction that can be easily removed or fixed, I reccomend returning it to the retailer/company for a refund or new phone.
As a strobe owner, I understand your frustration. Worst phone I've had so far.
