If it is a top loader:

PULL of the fabric softener cup straight up
Rinse out thoroughly
Clean out the holes in the side of the agitator

SOURCE: fabric softner

Remove the dispenser tray. Inspect the area just above the fabric softener portion of the dispenser. There should be a series of holes where water feeds into the tray during the rinse cycle. Sometimes these holes become clogged with fabric softener residue. If the holes are clogged, water will never dispense the fabric softener out and it will stay in the tray. If you take some cotton swabs and meticulously clean all the holes out, I bet your problem will go away. Let me know if this was helpful to you.

Try to find the couple of little wholes in the rear of the softener cup and open them! They are clogged!

If it corrects the problem GREAT!!!

Hi. Remove dispenser and thoroughly clean, are you sure you have cold water going into dispenser?

The fabric softner is not draining into the washer from the fabric softner compartment.

Likely a cleaning problem, can you dismantle the drawer (most allow it) and clean it inside and out. Usually some blockage caused by soap scum.

Run some vinger through it. Fabric Softner leaves a filmy residue that can clog it up.
