Please remove the Memory Card and try again (try changing the wallpaper). In most cases, this problem is caused by virus or corrupted files saved on the Memory card (Maybe you didn't actually save them, but it's possible when transferring or in other ways). If even removing the memory card doesn't fix the problem, then please update the firmware or completely flash ( reinstalling the mobile's operating system) your phone. To do this, you better take it to a service center or to a mobile repairing shop, otherwise you may make mistakes which will be hard to get it work again.
In general, Ebay Ipaq's come without a battery (well, not one worth anything). The problem is that it really could be two different issues: either the charging circuit or the battery. The only way to test this is if you know someone else that owns this model and see if the battery works in theirs, or purchase a new battery. But the new battery might not fix it, so if it's cheap, I'd try it but if you're tight on cash then it might not be worth the chance. I'd give a new battery a 70% chance of working.
First Try letting the battery drain out. Then only recharge partially. I know this doesn't make much sense, but I have the same problem and have tried ALL the known fixes...reboots galore. The only thing that allows me to use the device in any way is a partial charge. Again, a fully charge TX will reboot over and over and over
