Power DVD is a quirky program. Try VLC media player instead. It will play DVD's and almost any other video format. You can download it here:

Here are some free Players eg. VLC Player, MPStar Player or Windows Media Player 11.
Download the codec package and install either "K-Lite Codec Pack or K-Lite Mega Codec Pack" from http://www.free-codecs.com/index.htm. With these you should be able to play most of the Audio and Video formats.
If you have changed the writer, the operating system, and the burning software, I would suggest changing the make of the DVDs first. If that doesnt change anything, would be looking at a faulty motherboard to be honest.

You have a SOFWARE ISSUE with Cyberlink Powerdvd ver. 8
The error message is a corruption with the software called powerdvd
You need to completely errase your power dvd sofware and reinstall the software.
Update the powerdvd after reinstalltion and update your windows and run virus scan and run your utility software just incase of rogue software impeding your dvd's player progress.
