On the expert level of this game, I can't find one flag post. I've used the guide, circled the island after hitting 19 of the flags and can see no red flag anywhere on the island. I've done the other levels with no problem.
I found all of the flags on my fourth or fifth try. It still took 48 minutes so do not get discouraged. There is one behind the light house.
I had most trouble with the one at the ruins. You have to turn off the main road on the back side of the island to get to the flag. You go up a grassy hill about half way around the back of the island.
Keep in mind that the tunnels in the volcano are like a 3D maze.... to save time and distance, sometimes it is good to ride off a cliff or into the water as this is an instant short cut to the last flag found. The blue ramps are the best way back and forth across the river... good luck

I just did it for the first time last night and it was a pain finding all of them. There is one up past the lighthouse. There are 3 in a row spaced out on a beach peninsula. There is one in a tunnel you can get to under the waterfall, and if you keep going past that (don't take the branch to the right) you will eventually wind your way up the mountain to the one on the top. There are a couple others in tunnels, as I recall. I think the others are fairly easy to find. Hope this helps.
There is one flag I can't find--it seems to be all the way at the top, on a white spot (the summit?) on the map--I can find the other 19, including those on the beach and the one behind the windmill, and the one at the ruins, but I can't find my way to that one. Anybody?

The white spot is a giant sand pit about halfway up the mountain. To get it, go across the giant rope bridge (in the direction of the volcano) and round the corner. Here, ride along the left wall until you get to a small cave. Go all the way to the other end of it and you'll pop out at silk sands.

There is one up by the ruins if you keep going past the windmills and three off the beach penninsula. It stops once you find the dog.
How do you get to the Waterfall and the Volcano?
I can't find three/four flags either. I will post them when I do find them, but it's solid. Some people say go through and behind the waterfall to get to it, but I haven't tried it yet. Hope this helped!
to get to the waterfall, you must cut through the grass to get to a small path. the path will lead you behind the waterfall and into the volcano. find the right path out of there to get the rest of the flags
do you know where you found the flag on top of the hill? there is a cave there. all you have to do is go in it and then go out the only other exit and there is the sand pit.

Yes, you do have to go next to the waterfall. There is a path through the volcano that leads you to several other flags. When you cross the top of the waterfall go left after the bridge.
The last one that I was looking for is past Camel Rock on the beach. The expanded view doesn't show it until you are well past the rock. Good luck.
Go to the left of the waterfall. there is a path that follows the river into the volcano, follow that and you'll find the 3 flags.
Generally, if there are no barricades across a path, you'll find a flag.
