You shuld go to your provaider and change new sim card with your number then you can make new code . no other way for that the code its block into the network wen you change the sim you will have new sim serial then the network will accept your new baring code.
When you have a sim in the phone, it could inserted the wrong way around, be defect, or could have dirty or oxidised contacts.
Try to eliminate all causes, and if you are sure the sim is defect just goto your provider with the phone and let them insert a new sim and put your number on that side.

Hi by what you have said ,to me it sounds like the hand set is barred,if the phone was bought from new i would take it back if it is a second user phone they may have reported it has lost, but try another sim in the phone it may not like that sim. hope this helps.
make sure the sim is inserted correctly if it still wont recognise then your sim card is damaged or some of the small wire points are bent down to far to connect with the sims reading bars
If Nokia said it can not be repaired, it can not. Buy another phone and insert your Sim card in to the new phone so you'll have most of your data at least.
insert vodafone sim and then go to setting call setting and call divert or call barrings and there you will find an option cancel all barrings and done!!!!!!!!
