My geforce 4 cards fan took a dump on me once.Check it for dust. and/ or movement.
You need better air movement through your case. Make sure everything is clean of dust. Get a bigger case fan and also add one in the front of the case if possible.
Dont have anything in back of your case for 2 feet.Or on the sides where there are vent holes...
How old is it, it may still be under warranty. They are good at replacements...

New Graphic card gives me a blue screen (or shuts pc down) when I go to play a game after 5 minutes or so and then recovers to reboot. Hello, I have a 2.8 gb CPU/1.5 gb mem/IBM ThinkCentre a50p...

Try reinstalling the drivers from AMD. If that doesn't help the problem, use a program like GPU-Z to monitor the temperature of the graphics card. If a graphics card overheats, it will shut the computer down giving a blue screen.
If it ends up it is overheating, try taking the side of the computer while you're playing a game or installing another fan.

Two ways... 1. Go into the camera menu and find "reset"...follow the on-screen instructions. 2.Remove the card and battery...press all the buttons...leave it alone for 20 minutes...insert the card and then the battery...turn it on.

Plugged a different computer into a working monitor and get nothing but screen filled with pixwls or dashes

Is the monitor connector VGA by any chance? Check that none of the pins where you plug the cable into the PC are bent. If none are bent, ensure the graphics card is seated correctly. Loose graphics cards can cause garbled display. Try unplug the graphics card, unseat from the motherboard and re-seat.

Garbled display with Geforce 7600GS

From experince I would still say this is a heat issue, I just went though this with my HD4870 ATI card. I was using an after market cooler wich was insuficent for cooling. All the symptoms point to a heat issue. Also since the card is 2 years old, its a good chance the VRM's have fried and any heat causes the card to basicaly shutdown in a manner of speaking. you could try getting the Accelero S1 cooler that would replace the fan on the card, then attach 2X120mm fans. Only problem is you can buy a newer better card. for example the 8600 GT is about 80-90$
